I don't know if you can drive a Phantom, Scarab or Pelican in Halo 1 or 2, but I do know that you can drive a Phantom on multiplayer on Halo 3. You have to go to certain arenas that have a lot of vehicles and most likely, there will be a Phantom there. I don't know about ODST. I don't have it.

Aa for Campaign, I doubt that. I have almost finished Halo 1 and 2 and you don't fly them. I have finished Halo 3 and I know that you can't drive those vehicles. There is one vehicle that you can fly. I forget what it is called, though.
