cortana..on halo 3....noticed something..?

well i started this on legendary...and when i began...i started out with just the assault rifle and my shotgun wasn't there...so i had to try like 10 times to go pass the first two gates,and then the place where the enrgy sword was supposed to be....there was a brute shot...there wasn't an energy sword or a shotgun in sight through this level....do one of you guys know why?

Well i first played on legendary and don't remember there being a sword or shotty on the first level, its probably the difficulty.
