It is xbox 360 exclusive, which means its made only for xbox 360 however there is a slight chance that it may come to pc, since microsoft owns both rights

Even if the game makes it to market it will be too late to take advantage of hype. That was the case with Halo 2 which released nearly a year after the console release. People simply lose interest in that kind of time span. Still also a lot of people with bad tastes in their mouth from Halo 2 PC because it absolutely required that you have Windows Vista installed which at the time sucked worse than ME.
