ya that thing bottom right goes there and then I cannot walk or shoot for a bit. it gets annoying.

It means that you have a really bad internet connection. Its the symbol that a stable connection has been lost and it is attempting to regain a stable connection. What kind of internet do you have? If it's dialup, you shouldn't bother trying to play. If in some games its fine, but in others it isn't, it might be lag produced by other players, particularly ones that are cheating, or who have shoddy connections themselves.

But don't automatically jump to the conclusion that you're getting cheated because you've got lag.
