Halo 3 Infection: How do I use the spawn pads to set which team spawns where?

I am making a infection map, but whenever I put out spawn pads, the infected and survivors spawn in set places (not on the spawn pads.) How do I make them spawn on the pads, and how do I set which team spawns on what pads. In the summary on the spawns, there is attacking and defending. Which one is for infected, and which one is for survivors.
