Halo 3 - More than 18 people in a Custom Game?

People on youtube do this all the time. I can't figure out how to have more than 18 people in a custom game for like making a movie! I need to know for my next Halo 3 movie! Please give answers! Leave your gamertag too if you want me to add you!
