Halo 3 Multiplayer Question?

On Halo 3 Team Doubles....i just was playing against a Recruit who was level 29. It's surprising enough that a recruit is level 29....but what was even more surprising was that he has played 273 matches and had 0 EXP!!! How in the world could he be a level 29 with 0 EXP??? And, right when the match started, he quit. I figured that may he's quit 273 matches....thats why he has 0 EXP. But, i still don't know how he could be a level 29?

they quit out right before winning, and they get the skill. and the reason they're so good is because they have multiple accounts and the lower your ranked xp, the quicker you skill up. they try to make it to 50 before hitting lieutenant. ive played against people like this way too much and i got stuck at a skill because of them. plus, in lone wolves, i won by 10 kills and my skill went down. bungie's matchmaking is horrible, but we put up with it in hope of having fun.

Yea ive seen people like that what i think it is that they get to a high rank first then just either betray till they get booted or quit. That causes their rank to go down. But why someone does that ill never know

I would try bungie.net or something. Theres a formula to it all. I know nothing about it. I dont even know how you get points and why you dont sometimes. I've noticed that the recruits on team doubles are on crack. They play like generals. its so annoying
