halo 3 officer rating?

im a gunnery sergant grade 2 and it says i need 150 EXP for the next rating. but i have seen people who are lietenants who have 70 EXP how do i get to be lietenant without having to go to 150 EXP. Does it have to do with highest skill, do i have to get to this rank through highest skill?

Yeah you need skill! To get skill you need to play ranked matches instead of social ones. I think for lieutenant it's 5 or 10; check on the internet.

The game remembers you highest skill so, even if you go down a skill level, you skill keep you rank. I.e. I am a grade 2 Major but and currently skill 29 (you need Skill 30 to be a major)
