Halo 3 Question about skull and Hayabusa?

Hello gamers,

I just recently got the IWHYBD skull...how come I unlocked the body and not the helmet? Can someone answer this...

To unlock the full set of armor, you need to have ALL the skulls.
Meaning the 9 Gold skulls and the 4 Silver skulls.
