Halo 3 Rank Lock? Or... Something?

Recently I've been working on leveling up my lone wolves playlist. I have been a Major grade 2 (star with a bar underneath). I got first place twice in a row and then second place, and then won a few more times.

Now it says I ranked up to 35 when I'm in the lone wolves playlist, but if I click on my name, it says that my "highest skill" is 34. In addition, if i look at my service record, it says my next promotion is at 600 EXP or Highest Skill 35. Why hasnt my highest skill changed? Is there anything I can do to make it change? Keep in mind that it says I am a level 35 next to my gamertag while in the playlist.

sometimes it will do that... when i went up from a captain grade 3 to a major grade 2... It will still sometines not update... idk why it does that, but it does... it has been like about a couple months now... it will randomly tell me that i have like one more game until i lvl up... and then like about after a game or two it will go back to normal... idk what is up with it... but it just does that every now and again...
