Halo 3 skill help?

I'm getting really ****ed
I played like, 20 ranked games, only lost 4, and my skill has changed at all!!
my experience went from 50, to 68, but my skill stayed at 15, i want to rank up, but it wont let me
is there anything i can do to fix this?

first you have to win like 5-10 in a row, but if you beat people higher than you on Halo then you rank up faster. Try finding a friend who is higher ranked and good and play with them. It moves your rank up faster than if you were playing alone. Winning is the most important thing though.
