halo 3 theater problems?

when i play halo and i wanna go into theater or if i wanna play in a created map or someone else's created map or custom games, it says "this player is restricted from playing with user created content''...
(its my brother, not me.. he wanted me to post a question for him)

u propably dont have the same basic map outline as ur friend
download the neww map pack
