The Gears movie is in full swing at the moment, looking like a prequel will be made according to the lead designer of the game and producer of the movie.
While Halo is in development hell, but hopefully we will get something soon.

Hell yeah there is Definitely going to be a gears of war movie to be released at the same time as Gears of War 3 and i'm not to sure about a halo movie.

halo is gonna be split into like episodes and yes there is a gears movie its gonna be cgi and its better i wouldnt want to see the Rock as marcus and seeing carlos mencia as dom that would make me go crazy
