Production? - not anytime soon maybe within 10 years or so.
Good? - i don't really care for the game as i don't find it any different from other 1st person shooters. so i'm not the best person to answer that question. I'm sure halo lovers will at least like the movie although people are generally disappointed with the game-to-movie adaptation of any game so people who don't like the game will probably hate the movie. The only way i can see to make the movie any good it to plan a sci-fi action film and then introduce the Halo ideas onto it because if you try to make it Halo from the outset you will miss too much out and the fans will be annoyed.
Tie in - unless it's a trilogy i'd say the movie would be an exceptionaly short version of all three.

I say it will be a good movie with great effects and a good story line and the game will have to tie into the movie that is the only way it could work.

all i want to say is this movie better not be like doom because it was a dark movie half throught out the movie you couldnt even see it because it was dark they better not the same with halo or the spy hunter movie that they are making that will also be with the rock
