How can you get a recon helmet in Halo 3?

I've heard about it being Bungie Staff only, but is there any other legit way to get it?

Impress Bungie.
I see alot of videos on Youtube of "Top Kills" "Funny Suicide" and such and if Bungie adds it to their favorites they will give you Recon.
You can also send them fan art and make impressive forge maps like the dude above me said.
Recon is given to those that put hard work and creativity that impresses them.

You can get it by impressing Bungie staff. Which can be anything really, making a amazing map in forge, making fan art, sending them a intelligent message, being helpful on their forums, etc

Basically if they notice you and think you deserve it they will give it to you.
