How do you change custom power-ups in the forge in Halo 3?

When in the forge there is an item in power ups called Custom Power up.

By default when I place it down it is a speed boost. Is their any way I can modify the power ups properties to customise the power ups it gives to your guy?

I can change it from its seemingly default speed boost...
