How do you get the Halo 3 IWHBYD skull to work fully?

Well my question is I've managed to get and activate the IWHBYD skull in Halo 3 already but I don't seem to notice any new dialogue save for a marine saying suck it when he shoots at an enemy.

I've only ever played through the game on Normal so far, I'm no gamer, but I was wondering if it was because I need to beat the game on a harder difficulty in order to unlock all the new dialogue.

I'm still only playing on the normal difficulty in case you're wondering. I've seen videos where people would shoot their Elite allies and they would actually say something back at you. However, when I try it, they only scream in pain. I've also tried looking at them for well over 5 minutes and they just give me a blank stare.

Anyways, I've never been able to figure out what I've been doing wrong. Can anyone shed some light?

It is not too noticeable, but there is some new dialog. It should be working for you.

Well i play on heroic for fun and every once in awhile i get a funny pun or something. for example i was driving a marine and i hit a rock so he said oh so your trying to test out the air bags? they are just sutler things like that. suck it is more of a famous one that you have to get really lucky to get from a marine or elite but ive heard it from a grunt a few times.
