how do you go up skill levels in halo 3?

this mourning my bro was skill 17 and he barely played today and now he is 19. i am 11 and have been playing a ton and have not gone up at all! so how do you go up skill levels in halo fast?

It depends how you play:
If you play very eradically in skill, you will go up/down faster.
If you are consistent, you will go up/down slower.

I am stuck at 41 in LW, because I consistently get 2nd and 3rd place, with a few 4s and 5s.
