How NOT to rank up in Halo 3?

How do people remain recruits in Halo 3 even though they play and earn experience and skill points? Also, I know I'm a dork. I'm just curious.

I think its because you need a certain amount of skill points to rank up, like when you see lieutenants with all those gold bars under their badge, its because they haven't progress the skill point enough to be able to rank up.
