how to make a game mod for halo 3?

Unless you want to mod your Xbox (which is technically "illegal", you run a high risk of getting banned from Xbox Live, and Microsoft's Warranty is automatically no good once you do so) there is no way you can...

You could mod your Xbox and make some mods that way.... but I'd suggest waiting for the PC version if there is one and them modding it like that, it would be a whole lot easier and safer.
