I am sick of having to be stuck on skill 16, 17, and 18 on halo 3 and no matter

what i do it wont go up? i did get about a 11 winning streak with a couple of my friends in team slayer but all my friends levels went up and mine just stayed at level 16. i did get mvp for about 8 of those games if i remember correctly
