I downloaded mw2 map packs on 1 xbl account but I can play them on all profil, but...

...not the halo maps, why not? I got the mw2 map pack for one of my accounts, that account got banned and when I made a new one I can still play all the new mw2 maps. But I had the halo map packs on my banned account and on this new one I can't play them.
