I have a Halo 3 problem plz help?

When ever i try to put in theater mode or load a map i created in forge it, i keep getting a message saying "Unable to start because a player in your party is restricted from playing with user-created content" How can i fix this plz help!!
I turned family controls off and yet it still says that
