I have Halo 3 ODST but I dont have Xbox live can i put levels on a Storage device

and put in on my Xbox360? I have forge levels that i would like to have but i dont have a way to get Xbox live is there a way i can put the levels on a storage device and then put it on my xbox 360 and play the levels for Halo 3 ODST?
