Spartans more advance? Jet-packs, invisibility, armor lock...why doesn't the Master Chief have any of those?

Spartan focused more on covert ops that requires advanced stealth and agility with the storytelling flexibility.
Besides, Dr. Catherine might have influenced innovative concepts in Spartan III armor.
