In halo 3 load screen, what does party leader mean?

When you do matchmaking with 2 or more people, and you are in the lobby trying to find a match. What does ... Is the party leader mean? Are you hosting the game? Ie like during a social slayer matchmaking.

How is a host of a game picked?

the party leader is the person who chooses the level/lobby chosen. im not entirely sure how they are chosen, its usually the first player on one of the consoles. Hosting is different, i think that the host is the console who is "running" the match, in that their console does most of the work.
