on halo 3 when is the new matchmaking changes?

I think you're talking about the update for halo3 that changes a number of things including matchmaking. The update will be a mandatory download on a day between September 16th-26th.

So they could just be *******s and release it on the 25th.

If you're talking about the upcoming update for the game, I think it's coming sometime this month.
