on the left of billy77 and ferrex's emblem theirs a symbol like on the 360 controaler what dose it mean?

You mean the circles that are divided into four parts?

That shows which person is using which controller and who is "player 1" and "player 2".
If you are player one, then the top left side of the circle is highlighted. "Billy77Bones" must have been playing on your console using a controller as "player 2", and therefore the upper right part of the circle was highlighted indicating he was "player 2". It's just like on the xbox controllers and on the console itself. It's the same ring.

Also, it has nothing to do with Halo 3.
