What level do you have to be on in Halo 3 to get skulls?

What level do you need to be on to get skulls? I know where the skulls are but what level do you need to be on? Easy, Normal, Heoric, or Legendary? Also are there any skulls in Halo 1 or 2?

On Halo 3 you need to be on normal or higher. I can't tell you where they are because I used the internet and lost the sheet so...good luck finding those skulls. By
