When will Halo 3 Legendary Map Pack be available for free?

I know they just lowered the price by 2 dollars a few weeks ago, but when do you think they will release it for free? Its been like 4 months already!

I think they are gonna make it free this fall like september or october they dont have enough money yet to make it free i think
