Why are the brutes in Halo Reach but not in Halo 1?

Halo Reach takes place before Halo 1 in time and place, but there are brutes in Halo Reach and there weren't any is Halo 1, why is that???

Story Reason: They weren't part of the Covenant Army on the first Halo that was led by Arbiter

Gameplay Reason: They weren't invented yet.
