Why Cant i Download halo 3's Cold Storage???

ok... i go into marketplace to download it and it says that my account is not permitted to download content with this rating so i went into family settings and made sure that it allowed me to download any content and it still said that i cant download it. What is Wrong???

To download most free things like that. You need a gold membership. Chances our you have a red circle with the line through it next to that download.
