why cant I have 3 people on 1 xbox360 playing halo 3 odst firefight mode?

I try to play 3 people on firefight but it doesn't let me. I checked and i set it to local, then even tried using two accounts that have xbox live and the other a guest and it still doesn't work. Any help is appreciated thnx.

Maybe because ODST doesn't allow more than 2 people to be on one system. Halo 3 and the Halo Mythic Disk that comes with ODST both allow up to 4 people per system, though.
