Why can't they finish the halo 3 story?

There is so much they could do to continue the halo story from halo 3. The way it ends also says that they wanted to continue it as well. S117 master chief goes into a sleep and cortana shuts off, then the screen zooms out and you see another planet, while the background music says something about this planet that makes you suspect it as evil or just a thought, another covenant planet. I'm sure people want to know what happens next and the story is obviously not complete. I know this doesn't sound like a question anymore but it is.
