why is halo 3 rated M?

I honestly think it should be rated T because if you play gears of war that is an M rated game not halo. Halo isnt very gory theres not too much blood, and theres no cussing except for the campaign(if you are listening for it) and on xbox live you can mute the other players' cussing.
