Why won't my Halo 3 Theatre Work?

Okay I go to my Halo 3 Theatre I have all my videos, it just says that i'm restricted from using User Created Content or something like that. Also when mine might work cause of the answers could you answer how to put them on the computer.

On the xbox 360 dashboard there is parental safety options.. change it to allow user created content. you cant do that if your parent blocks it
