Why wont the Heroic map pack for Halo 3 download past 20%?

I should be able to download it. I'm the correct age and everything. It starts to download, then stops at 21% for five minutes. Then it says it wont download and says to try again later.

It took a long time for mine to load. Maybe try and load it tomorrow. Or download something else, like the trailor then try to download the map pack again.

try to download it from the Halo 3 server. Start halo 3, go online, press start, goto xbox live marketplace and look for it there.
