Xbox live Halo 3 map pack downloads not working on second account?

Okay so Ive downloaded all the map packs to an account on my hard drive that still currently has a gold membership, well i can play MLG all fine and dandy on that account, but when i switch over to another account that I just made, i can no longer play and of the downloaded content.
What gives?

The account used to download the content needs to be logged in first to verify and you need to click maps and let them load, then you can log out and sign in with the other account. This will work, email me if it doesn't I'll help you figure it out.

Have you got a new console (But kept your old Hard Drive)? If you sent it in for repairs they might not have given you the same one back, so that could be the problem too. If so then you need to transfer your licenses: http://www.xbox.com/en-us/support/systemuse/xbox360/licensemigration/

That should make the maps work all the time, even if you are not connected to live.
