It depends. If you play occasionally, and don't mind playing only Social Slayer and Skirmish, and Lone Wolves, then no. But if you play often, and want to get to a higher rank (General), by not playing Lone Wolves (the only ranked playlist you can enter with no map packs), then yes.
Heroic and Cold Storage are free, Legendary and Mythic are not.
