My friend told me that somehow you can go on the Bungie website and get maps and stuff when you turn your Xbox on. Is that possible, and if that is, how do I?

For one, you want to register on Bungie.net
Then you can go to forge hub (just google search it, it'll come up) and find a map, the best are made on Foundry, so I hope you downloaded the Heroic Map Pack, and then the next time you get on Halo 3 with XBox Live, up to 8 maps you selected to download will start to download. I recommend Distortion V1.3

He most likely means that you can download user-made maps from file shares. To do this, you find the file and click Download to Halo 3. The map will be downloaded to your Custom Games and Forge lobbies the next time you turn on Halo 3. You can also do this with saved films.
If you mean new maps created by Bungie, you need to download these from the Xbox LIVE Marketplace.
