halo 3 and xbox live problems?

on halo 3 i am about to play but sometimes 3-4 seconds before match i get put out
also what does the bubble besides some peoples names when you are waiting on a match to start mean its shaped bit like a speech bubble
right thanks also sometimes someone does have mic plugged in and all i get is this random noise non stop
seems to happen basically every match
