yea you can by first having two controlers on and one ready and once you play a map sign in with the third controller at the same time and poof you have another elite with the arbiter

You can play 3 players. but not on the same xbox. Campaign will only go split screen so youll need a system link or youll have to play with the third person over xbox live.

yeah you can do 4 player co-op online and offline. online is great it has a points system so you work together and you have fun trying to beat each other
