Halo 3 Forge/Forging Questions?

I'm making my own custom forge on the map "Last Resort". Basically, I'm trying to do a "Day Of The Dead" kind of scenario. There are 7 "zombies" and 1 VIP. The 7 zombies try to make their way from the beach to the inside of the "military camp" and kill the VIP. They start off with only a magnum, but there are VERY limited guns available to them.
My questions are as followed:

1) Is there a way for me to make it so the VIP can move around at 100% speed, have no shield, and be able to use vehicles, while making it so the "zombies" have shields, move around at only 50% speed, and cannot use vehicles?1
2) How can I adjust the time length for each round? I want to make each round about 15-20 minutes.
3) Can I make it so the "zombies" perform 200% damage, while the VIP only performs 100%?

you can do it all, you jut have to go through the game options, and there should be ones called Zombie/Human options.

all of these options can be changed in the options before the game and not has anything to do with forge, after you make a leet custome game, you can save it and play it again, just hit x in the lobby to edit game options
