Halo 3 game broke. NEED HELP?

I scratched my halo 3 CD. I tried cleaning it with Toothpaste and a cd cleaner and that's it. I need help trying to clean it.

And what cd are used to make Xbox 360 games. I could just download a copy and burn-it to a cd right. Please help me!!!!!!!!!!!!!!
