Halo 3 heroic map pack and cold storage missing when not connected to xbox live?

I already tried: redownloading, trying a different profile, making sure its in my hard drive, and calling bungie. Nothing worked. Help please? I WANNA PLAY IT WHEN I'M NOT ON LIVE!

When getting maps like the heroic and legendary map packs there only are specificaly used for the Xbox Live...and when you go offline and play with your firends ot connected you are unable to play them because its gotten from the Xbox Live Market so Im sorry to say....
