Halo 3-IWHBYD Skull!!!?

I've just gotten the IWHBYD skull in the level covenant on Halo 3.
The achievement isn't coming up, and i've checked like.100 times.
Do I have to get all the gold skulls before the silver or something?

(I also got the Thunderstorm skull [The one before this one] Right before.
This also happened for Blind Skull, and Grunt birthday party skull. They're just not as troublesome to get.)
