halo 3 map problem. How to get maps on all live accounts?

i wanted to start a new account as i have done before which worked fine on my other accounts and now i have made a new one which does not work and it has all the map packs down loaded to the same xbox and hard drive ive tried nearly everything i can think of except Transferring Content License how do i fix this problem!! pleaseee anwser thanksss!!

I think that the maps only for one account.
