halo 3 maps without hardrive?

i really want the halo 3 maps the only problem is i don't have a hard drive to download to maps i a trying to get forge and map packs

Sadly, you have to buy a hard drive to store those map packs. Try buying one from a friend. Resale value is bad for hard drives, so you can get one for a very low price from a person rather than a store.
