Halo 3 matchmaking problem?

When i go to matchmaking just keeps saying "Looking for players"

and "Games found" will go over 100 while the "Possible matches" stays at 0

also I've changed my NAT setting from "secure" to "open" but that didn't seem to help

and xbox live works with other games.
