Halo 3:ODST question about Sgt. Johnson?

Do you have to pre-order the collector's pack specifically in order to get Sgt. Johnson, or can I just pre-order the regular $60 version and still get him?

When you pre-order it you automatically get sgt. Johnson does not matter if you get the collectors edition, Im getting it because it gives you more stuff.
